The task team carried out "The Advanced Project Plan on Scrap Tire Resource Recycling of Pingtung County in 2020". The execution period is from April 1 to December 31 of 2020. The results of final report are counted until December 18 of 2020. The annual removal and disposal amount of scrap tires should reach 590 tons, and the actual removal amount was 460.86 tons which is the actual recycling amount of the cleaning squad of township and municipal office. Although all the recycling scrap tires are cleared, this work item still does not reach the target amount. All other work items have been completed. The implementation results of the plan are summarized as follows: 1. Carry out the survey on the stacking amount of scrap tires in the storage yards of Township and Municipal Offices The task team monitors the stacking status of scrap tires in the storage yards of each Township and Municipal Office every month. In response to the improvement of the scrap tire removal efficiency of the Township and Municipal Offices, the survey frequency on the stacking amount of scrap tires in the storage yards is carried out from once every month, increasing to once every two weeks. After the survey, the monthly report is collected and submitted to the Environmental Protection Administration (EPA). Based on the removal plan of this year, the scrap tires were removed with a total of 123 trips of vehicles times from 23 townships, and of which 88 vehicles times loaded with scrap tires were processed in the disposal plant. A total of 460,860 kg scrap tires were cleared and processed. The clearing amount did not reach the annual target of 590,000 kg, which was less than 129,140 kg. The total removal amount of Pingtung City was the largest, reaching 71,040 kg, followed by Hengchun Township at 56,270 kg, Yanpu Township at 53,900 kg, Liuqiu Township at 51,730 kg, and Donggang Township at 49,510 kg. The amount of scrap tires removed is the largest, reaching 61,730 kg, in September, followed by 56,360 kg in April, 53,830 kg in July, 53,710 kg in November, 53,360 kg in June, 48,710 kg in December, 48,150 kg in October, 42,780 kg in August, and 42,230 kg in May. This plan analyzes the main factors that reduce the amount of scrap tire recycling, which are closely related to the impact of the pandemic on tourism in the past six months of this year, including the willingness of family travel by vehicles lowered, taxi driving frequency reduced, and dispatch frequency of corporate vehicles decreased, which have reduced tire wear and replacement rates. It is also a factor that led to the shortage of removal amount of scrap tires in this plan. 2. Contract to assist in the removal and disposal of scrap tires from the enforcement agency. This plan subcontracts to the qualified recycling industry of waste announced for recycling, Jinshan Environmental Protection Enterprise, and the qualified disposal industry of waste announced for recycling, Huantuo Technology Co., Ltd. Pingnan Second Plant in Pingtung County, and proceed according to the planning of this project to clear the scrap tires and transport to the plant for further disposal. 3. Submit the survey results of the storage amount and stacking situation of scrap tires and the monthly report of the removal amount. This plan cooperates with the business of Environmental Protection Bureau, Pingtung County Government (PTEPB) by investigating the stacking amount and situation of scrap tires every 2 weeks, and submitting the survey results and monthly reports to the EPA. 4. Conduct an advocacy briefing on stacking and clearing operation of scrap tires. The task team has completed to handle an advocacy briefing on stacking and clearing operation of scrap tires on July 8 of 2020 to assist the enforcement agency in delivery of message on cleaning up scrap tires, and activate the mechanism for cleaning up scrap tires to ensure that the agency has no problems with scrap tire removal. 5. Investigate the cleaning and maintenance of scrap tires recycling and storage sites, and spray environmental agents. The implementation period of this plan is around 9 months. To maintain environmental cleanliness of the scrap tires storage sites of the enforcement agency, the environmental agents were sprayed more than 9 times minimum, more than once a month in average, including Pingtung City, Chaozhou Town, Donggang Town, Hengchun Town, Changzhi Township, Neipu Township, and Liuqiu Township. To maintain the environmental cleanliness by spraying environmental agents 5 to 8 times, more than once every 2 months in average, includes Wandan Township, Linluo Township, Jiuru Township, Ligang Township, Gaoshu Township, Wanluan Township, Jhutian Township, Shinpi Township, Fangliao Township, Shinyuan Township, Kanding Township, Linbian Township, Nanzhou Township, Jiadong Township, and Checheng Township. To maintain the environmental cleanliness by spraying environmental agents 3 to 4 times, more than once every 3 months in average, includes Manzhou Township, Fangshan Township, Sandimen Township, Wutai Township, Majia Township, Taiwu Township, Laiyi Townships, Chunri Township, Shizi Township, and Mudan Township. In addition, Yanpu Township has no scrap tires storage sites. Overall analysis, the towns and cities with higher populations have larger recycling amounts, and the frequency of cleaning, maintenance and spraying of environmental agents is higher, more than once a month in average. Townships with lower populations have smaller recycling amounts and less frequency on cleaning, maintenance and spraying of environmental agents, also maintains an average of more than once every 3 months. The overall maintenance of cleanliness and spraying of environmental agents are in compliance with regulations. 6. Emergency clearance There was no emergency clearance call received from the PTEPB during this year. 7. Coach the auto repair industry to contract the qualified waste removal industry to transport scrap tires to the disposal industry. Completed the inspection of 52 auto repair companies including 41 self-operated shops, 10 franchise stores, and 1 chain stores. The scrap tires output amount was about 193.93 tons/month in average or 1,679 tons/year. As a result of 52 guidances, 31 companies have not found tires stacked illegally, and the other 21 companies that store scrap tires outdoors or on the roadside have coached them to move the tires in a semi-closed space that can shelter from rain or cover the tires with canvas to avoid the stagnant water from being the source of vector mosquitoes. In addition, in terms of setting up the signs of “No Open Flames”, 3 of the 52 companies have installed them. Those who have not set up have been assisted by the project’s inspectors on the spot to improve the labels. The scrap tires generated by 37 auto repair industry surveyed by this project were collected by recyclers and 15 by the processing industry. The scrap tires generated by the auto repair companies have been collected by recyclers for many years without a large amount of stacking, so there is no problem for following reuse or disposal.
